Afternoon Traffic Control Study to Begin Week of June 19th
The City of Palos Verdes Estates appreciates the constructive comments and ideas related to the upcoming experiment for afternoon peak-hour traffic control at Via Corta and Palos Verdes Drive West.
The City recognizes that traffic patterns are different during the summer months. The focus of the test is the afternoon commute when traffic appears to be substantially delayed. There are several reasons the City has decided to start next week, namely staffing modifications provide the opportunity to begin an evaluation now rather than wait until schools are back in session. Over the summer months, the City will also be training additional personnel for this traffic control function so that other responsibilities in the City continue to be addressed during the peak traffic times.
The test evaluation period for the peak hour traffic control may continue beyond the summer based on assessing the benefit of the service, staffing, hours of daylight, and the safety personnel assigned to the service.
The volume of vehicles at the intersection of Palos Verdes Drive West/Via Corta during the morning and afternoon commute hours, and on weekends, causes significant congestion and traffic delay. To deal with this problem the City has provided relief by assigning police personnel to the intersection for traffic control in the morning period. Temporarily for three months, and to evaluate several factors associated with managing the afternoon congestion, the Police Department will be providing intermittent traffic control in the afternoon period (starting the week of June 19). Due to limited resources, the City is not establishing a set schedule for afternoon traffic control. Traffic control will be on varied days and times at the intersection as resources are available.
The City prioritizes its personnel on patrol and crime prevention. For this reason, a non-sworn department member will perform this function, on a limited basis. Potentially, the City’s Volunteers in Police Services (VIPS) program could also be expanded as an option for traffic control.
Afternoon traffic control is more complicated than morning traffic control as the commute time is longer and afternoon daylight is shorter during winter months. A long-term solution to the traffic congestion may ultimately be found in roadway improvements. The City will be conducting an engineering study of the traffic to collect data, and the findings from the study combined with information collected from this temporary program, will be integral to developing a long-term sustainable and cost-effective solution.
